¢º Chapter V?Of the Proper Functions of Representative Bodies. Their part is to indicate wants, to be an organ for popular demands, and a place of adverse discussion for all opinions relating to public matters, both great and small; and, along with this, to check by criticism, and eventually by withdrawing their support, those high public officers who really conduct the public business, or who appoint those by whom it is conducted. ¢¹ Á¦5Àå?´ëÀDZⱸÀÇ ÀûÀýÇÑ ±â´É¿¡ °üÇÏ¿©. ±×µéÀÇ ºÎºÐÀº ´ëÁßÀÇ ¿ä±¸¸¦ À§ÇÑ ±â°üÀÌ µÇ°í ½Í°í, ´ëÁßÀû ¿ä±¸¸¦ À§ÇÑ ±â°üÀÌ µÇ°í ½Í°í, °ø°ø ¹®Á¦¿Í °ü·ÃµÈ ¸ðµç Àǰߵ鿡 ´ëÇÑ ºÒ¸®ÇÑ Åä·ÐÀÇ ÀåÀÌ µÇ°íÀÚ ÇÏ´Â °ÍÀÔ´Ï´Ù; ±×¸®°í, ºñÆÇ¿¡ ÀÇÇØ, ±×¸®°í ±×µéÀÇ ÁöÁö¸¦ öȸÇÔÀ¸·Î½á, °á±¹, °ø°ø»ç¾÷À» Á¤¸»·Î ¼öÇàÇϰųª ±×µéÀ» ÀÓ¸íÇÏ´Â °íÀ§ °øÁ÷ÀÚµé. ´©±¸¸¦ ´ë»óÀ¸·Î ÇÏ´ÂÁö ¾Ë ¼ö ÀÖ½À´Ï´Ù.

¢º Nothing but the restriction of the function of representative bodies within these rational limits will enable the benefits of popular control to be enjoyed in conjunction with the no less important requisites (growing ever more important as human affairs increase in scale and in complexity) of skilled legislation and administration. ¢¹ ÀÌ·¯ÇÑ ÇÕ¸®ÀûÀÎ Çѵµ ³»¿¡¼ ´ëÇ¥ ±â°üÀÇ ±â´ÉÀÌ Á¦ÇѵǴ °Í ¿Ü¿¡ ´Ù¸¥ ¾î¶² °Íµµ ´ëÁßÀû ÅëÁ¦ÀÇ ÆíÀÍÀ» ¼÷·ÃµÈ ÀÔ¹ý ¹× ÇàÁ¤ÀÇ ´ú Áß¿äÇÑ ¿ä°Ç(ÀÎÀû ¾÷¹«ÀÇ ±Ô¸ð¿Í º¹À⼺ÀÌ Áõ°¡ÇÔ¿¡ µû¶ó Á¡Á¡ ´õ Áß¿äÇØÁö°í ÀÖÀ½)°ú ¿¬°èÇÏ¿© ´©¸± ¼ö ÀÖ°Ô ÇØ ÁÙ ¸ð¸¨´Ï´Ù.

¢º There are no means of combining these benefits except by separating the functions which guaranty the one from those which essentially require the other; by disjoining the office of control and criticism from the actual conduct of affairs, and devolving the former on the representatives of the Many, while securing for the latter, under strict responsibility to the nation, the acquired knowledge and practiced intelligence of a specially trained and experienced Few. ¢¹ ÀÌ·¯ÇÑ ÀÌÀ͵éÀ» °áÇÕÇÒ ¼ö ÀÖ´Â ¼ö´ÜµéÀº º»ÁúÀûÀ¸·Î ´Ù¸¥ °ÍÀ» ÇÊ¿ä·Î ÇÏ´Â °Íµé·ÎºÎÅÍ Çϳª¸¦ º¸ÁõÇÏ´Â ±â´ÉÀ» ºÐ¸®ÇÏ´Â °Í, ÅëÁ¦¿Í ºñÆÇÀÇ ½Ç¹«¸¦ ºÐ¸®ÇÏ´Â °Í, ±×¸®°í ¸¹Àº »ç¶÷µéÀÇ ´ëÇ¥Àڵ鿡°Ô ÀüÀÚ¸¦ ¹ßÀü½ÃÅ°´Â °Í, ±×¸®°í ÈÄÀÚ¿¡ ´ëÇؼ´Â ¾ö°ÝÇÑ ´ëÀÀ ÇÏ¿¡ È®º¸µÇ´Â °Í ¿Ü¿¡´Â ¾ø½À´Ï´Ù. ±¹°¡¿¡ ´ëÇÑ ´É·Â, ½ÀµæÇÑ Áö½Ä, ±×¸®°í Ưº°È÷ ÈÆ·ÃµÇ°í °æÇè ¸¹Àº ¼Ò¼öÀÇ ½ÇõµÈ Áö¼ºÀÔ´Ï´Ù.

¢º Chapter VI?Of the Infirmities and Dangers to which Representative Government is Liable. The defects of any form of government may be either negative or positive. It is negatively defective if it does not concentrate in the hands of the authorities power sufficient to fulfill the necessary offices of a government, or if it does not sufficiently develop by exercise the active capacities and social feelings of the individual citizens. On neither of these points is it necessary that much should be said at this stage of our inquiry. ¢¹ Á¦6Àå?´ëÀÇÁ¤ºÎ°¡ Ã¥ÀÓÁ®¾ß ÇÒ Ãë¾à¼º°ú À§Çè¿¡ ´ëÇÏ¿©. ¸ðµç ÇüÅÂÀÇ Á¤ºÎÀÇ °áÇÔÀº ºÎÁ¤ÀûÀÏ ¼öµµ ÀÖ°í ±àÁ¤ÀûÀÏ ¼öµµ ÀÖ½À´Ï´Ù. ¢º Chapter XVIII?Of the Government of Dependencies by a Free State. Free states, like all others, may possess dependencies, acquired either by conquest or by colonization, and our own is the greatest instance of the kind in modern history. ¢º It is unnecessary to discuss the case of small posts, like Gibraltar, Aden, or Heligoland, which are held only as naval or military positions. The military or naval object is in this case paramount, and the inhabitants can not, consistently with it, be admitted to the government of the place, though they ought to be allowed all liberties and privileges compatible with that restriction, including the free management of municipal affairs, and, as a compensation for being locally sacrificed to the convenience of the governing state, should be admitted to equal rights with its native subjects in all other parts of the empire. ¢¹ Áöºê·ÑÅͳª ¾Æµ§, Ç︮°í¶õƮó·³ ÇرºÀ̳ª ±º»çÀû ÁöÀ§·Î¸¸ À¯ÁöµÇ´Â ¼Ò±Ô¸ð ±âÁöÀÇ °æ¿ì´Â ³íÀÇÇÒ ÇÊ¿ä°¡ ¾ø½À´Ï´Ù.
