Summary
The United States and the Soviet Union are on the brink of nuclear war. Scientists from both sides of the Iron Curtain come together to develop a new weapon that could end the war. This weapon is a device that generates powerful electromagnetic pulses that can disable all electronic equipment in a wide area.
Scientists call this weapon a "terrorist operation" and believe it could neutralize enemy nuclear weapons and end a war without a single shot being fired.
But this weapon can also be used for evil. Terrorist groups can use it to cripple major cities and even entire countries.
Scientists must decide whether to use weapons for good or evil purposes. They know that the decision could have far-reaching consequences, but they also know that they have a responsibility to work to end the war.
