What's even more surprising is that the Navigation Surveillance Bureau couldn't detect the Qornt fleet at all. The ambassador speculates that Qornt may have new technologies such as invisibility cloaks and time travel.
The advisors suggest that Earth develop similar technology, while avoiding an all-out war and evacuating the planet's 15 million inhabitants. Ambassador Nitworth instructs each person to draw up a retreat schedule and resettlement plan... .
